That one reminds me of the cartoon where the artist is drawing Daffy Duck into all sorts of styles. Do you know the one I mean? I wasn't able to easily locate the clip on YouTube; I'll search more later.

Yep. 'Duck Amuck' - a Chuck Jones classic. YouTube won't let me upload it because of copyright restrictions, but it can be found on Daily Motion.

Max Fleischer's certainly were, as well as others. Even the early Disneys had a tinge of that. Maybe all those 'jazz cigarettes' going around.
