I think he's talking about the president and rulers of other nations with the aspects of war and military. I'm probably wrong.

Yeah, definately a song that could easily throw you. I need to listen to this one gain.

I was present at the UP CLOSE show in New York in 1992 when Paul first sang the song. I had won tickets from a New York radio station and actually got to stand up close against the stage. This is one of three times I got close to Paul. Check out the other thread I started, where I can tell you a couple of stories of interest to Beatles fans. :)

Paul said it was a song about the current conditions of pollution and lack of care of the planet. Politians not doing enough i guess?
