The better album cover out of Road and Pepper is Pepper.

But the Beatles' BEST album cover OF ALL is Revolver.

I think Maria is right - Revolver is the best. the thing is, most of The Beatles LP sleeves are a work of art. That's why they have been subjet to much mimmicking over the years! Just check out that Abbey Road thread for example - so many parodies from The Simpsons to Sesame Street! In fact, wherever there is a Zebra Crossing you will find four people crossing it and someone with a camera!

Well, if you had asked me this a year ago I would have said Sgt. Pepper...but now I want to kill the durn thing because I have been working on a HUGE drawing of it for over SIX MONTHS.  I am SO sick and tired of looking at it! Lol...thank God I'm almost done with it.
