You need to highlight it and click on the image button. Let's see if this works:

It's the button that looks like a picture frame. It's next to the quote button.

The only thing i see next to the quote button is notify.  Are you talking about the reply screen or before you hit reply?

When you hit reply it goes to the window with all the buttons right. So it's before the quote button.  The quote button looks like a talking bubble. You're not just doing the quick reply are you? Because you can't do it there.
