Almost recorded in 1963 (March 05) ... What Goes On could have fitted well on Guys For Sale ... George's guitar work (and some others from Rubber Soul and Revolver too) reminds me of some of his guitars from that 1964 album (I'm A Loser or Baby's In Black for example) ... good song!
