I think its about a dislike for all the leaders of government in the world due to the fact that they have the power to cause war if need be (the whole album is about war in general and its pretty terrible in my opinion). Roger Waters aint right to begin with.

That's all he ever writes about. Well, that and insanity and his bad experiences in school. Even Rick said "oh no, not again!" Not that I'm complaining, cuz I love his music!!!
