Holiday has a Watersian political metaphor sprayed throughout well Wake Me Up When September ends is a more folky, Dylanesque work, and American Idiot is an overt rip-off of The Clash. Then there's a progish ballad in Boulevard Of Broken Dreams, and St. Jimmy a McCartney-ish rocker, albeit "punked up".
Throughout their careers Green Day have compromised their brilliant musicianship by exploiting what a young generation percieves to be Punk. Although they are great, they claim to be something they are not so that high schoolers will continue to buy their records.

I think it's the same thing as with art... If you think what you're making is art, then it's art. If you think what you're making is punk, then it's punk.
If it's also good art or good punk is always a whole different issue of course.
