Well, by definition, an opera has to tell a story, and as neither album does, then then the answer has to be an unequivocal no.
BTW, I've always considered that the first 'medley' starts with Sun King, as there is a clear distincttion between it and You Never Give Me Your Money.

Anyways they made the films or as we call themtoday MUSIC VIDOES!!!!

The mass can now hear the quality music! The Goal was made!No rock opera was intened ever! Some time passed --Most thought the Beatles were over!--(Hey jude & Revolution) hit & woke them to a newer non psychadelic but harder edge rock n roll!
The Public took ( Let it Be) to be the last!Many years after Rock n roll music--1962/66 & 1967/70! More & more Beatles lps came out!

If you are referring to the concept of 'Sgt Pepper' and of the inspiration from the psychedelic explosion of the American West Coast - then phrasing it as "a joke" is far too extreme. The Beatles are renowned for their humour; their quick Scouse wit and the typical Northern Working Class principles they loved and shared.
Comedy interpretation of songs of Rubber Soul onwards (Michelle, Drive My Car, Girl etc) have all been discussed here on this forum - and Sgt Pepper in all its extravagance can be seen as the pinnacle of Beatle eccentricity and self-recognition.
But
Nevertheless the Beatles were astute, professional perfectionists who always took recording seriously when it boiled down to making 'real' music. Sgt Pepper is a celebrated album of its generation. To call it a joke, would be to condemn its status & output as merely minimal.
There's more behind the 'look' and 'sound' of Pepper than just a tongue in cheek - lad to lad - mess around ....and they knew it.

I should have read more closely really. I did read a long time ago that they wanted to arrange the first letters of the songs to spell something. And, there was some talk too of doing an album about a boy growing up in Liverpool; now if they had done that, it would have been great!
I don't think Sgt Pepper and Abbey Road were concepts but Macca did start the whole Pepper concept off. But Pepper is really a straight forward album with brilliant songs! and it had this beautiful idea of sgt pepper & his band! Abbey Road is very sraight forward i think. I don't find any concept in Abbey Road even though some people seem to think the medley was. A lot of them were unfinished and put together to end the album off. come together, something and octopus's garden all all seperate songs and don't seem at all in a concept. Abbey Road is a classic of course!!

Peppers was concept. Lots of people say it is. It wasn't thought of at the time as concept by anyone in the studio but it has been labelled with a concept tag, people like tags.
