What does bottled out mean?

Bottled is a expression we use when someone says they are going to do somthing and then , they dont do it .
We call that losing your bottle [ nerve ] bottle out

oh and you use to get hair colouring from a bottle

I dyed it before and even though the colour is permanent the hair is growing so needs to be redyed. Otherwise I'll have two different colour hair. And that aint pretty. I'll have to do it next week as it is too cold to stand in the shower for 30min

When i had hair worth washing ,it use to take hours to dry .

Funny, i have long hair and it aint take long to dry.
