That John picture was probably from when he had to cut his hair for the film "How I Won The War," which required him to cut his hair in a fashion of the English army.  Circa 1966.

This is John from the 'How I Won The War' period. The English army have never had to have their hair that short.

John wasn't seen publicly with Yoko until 1968. Though they both had their hair cut very short in 1970, that picture is probably from around 1974.

As for the reason for the short hair, if I remember right, Lennon said in an interview that he wanted to forget about the Rock & Roll myth that you have to long hair and follow certain styles and ideals, so he cut his hair.
